This is a partial answer but you should start from the following:

1. An example of scheduled synchronization can be found in another tutorial DocCommentXchange

You can specify a schedule for synchronization using the sch extended option of dbmlsync

2. Keep in mind that one instance of Mobilink server connects to one consolidated database. But multiple instances of Mobilink can run on a single machine.
